Is there a general guideline of an appraisal for replacement value translates into a dependable wholesale price? We have 83c spinels from Cambodia, all sizes 10 carats to 2 c. We are in our 80s and understand that they are actualy becoming valuable, but are total novices about how to go about it.

Welcome to the forum! There are several ways to get valuations done on your stones.
The best way is to take a few select stones to a reputable appraisal office in your local area and have them valuate the stones. Talk to some local jewelers in your area and get their recommendations for companies / individuals they use for independent appraisal services.
This will have some costs associated (depending on where you are located) but you will get an appraisal record for each one. Depending on local laws, these appraisal records could be used for insurance replacement / loss value.

There are some on-line services that you can use. For example:
Some services like this may have a subscription / monthly fee. They are used by jewelers and collectors to establish loose gemstone value. They are not as accurate as a professional in-person appraisal, and I am not sure if they can be used for insurance valuation.
